资源税房产税改革及对地方财政影响分析
摘 要
党的十八大明确提出,加快改革财税体制,健全中央和地方财力与事权相匹配的体制,构建地方税体系。资源税、房产税改革,是财税体制改革的重要组成部分,有利于地方税体系的构建,有利于经济发展方式的转变。当前,资源税、房产税改革取得一定成效,但也面临不少困难和问题,需要进行深入分析。本文对资源税、房产税改革的背景、现状和问题进行了详细的分析,在充分借鉴国外经验的基础上,提出了资源税、房产税改革的目标和框架,最后,在既定的改革目标和框架下,分析了其对地方财政的影响。

Abstract
The party's eighteen clearly put forward, accelerate the reform of the fiscal and taxation systems and improve the central and local financial resources and powers to match the system, the construction of local tax system. Resource tax, real estate tax reform, is an important part of the reform of the tax system, is conducive to the construction of local tax system, is conducive to the transformation of economic development mode. At present, the resource tax, property tax reform has achieved some success, but also faces many difficulties and problems, the need for in-depth analysis. This paper on the resource tax, real estate tax reform background, current situation and problems were detailed analysis, in full reference based on the experience of foreign countries, and puts forward the goals and framework of the resource tax, real estate tax reform. Finally, under the established objectives and reform framework, and analyses its influence on finance.
