无公害蔬菜质量安全现状及发展对策研究
摘 要
蔬菜质量安全关系到人民群众的身体健康和生命安全，关系到经济发展和社会稳定。随着我国加入WTO和人民生活水平的日益提高，人们对蔬菜质量安全的要求也越来越高。党中央、国务院历来把保护人民群众身体健康和生命安全放在第一的重要位置，十分重视蔬菜质量安全工作，把全面提高蔬菜质量安全水平作为一项全局性的战略任务。只有抓好蔬菜质量安全工作，才能满足城乡居民需求，才能打破国外技术壁垒，增强蔬菜市场竞争力，才能促进农业产业化结构调整，提高农业综合经济效益，也才能改善农业生态环境，促进农业可持续发展。对于实现农业增效、农民增收、农产品竞争力增强的目标具有十分重大的意义。
论文第一部分介绍了国内外蔬菜质量安全现状，系统分析了国内外蔬菜质量安全现状的特点和趋势，通过借鉴和应用以明确加强无公害蔬菜质量安全的对策和措施。
第二部分详细归纳了无公害蔬菜产业发展现状和蔬菜质量安全现状的特点，进一步分析了无公害蔬菜质量安全方面的成绩和主要经验以及质量安全方面存在的问题。
第三部分主要对无公害蔬菜质量安全方面存在的问题进行了分析，探寻深层次问题和原因。
最后提出加强无公害蔬菜质量安全的对策建议和发展方向。为进一步提高无公害蔬菜质量安全，要构建蔬菜质量安全体系，要促进无公害蔬菜生产。要提高对蔬菜质量安全的认识，健全蔬菜质量安全检验检测体系，完善蔬菜安全监管体系，严把准入关。要积极构建蔬菜质量安全技术支撑体系。建立蔬菜市场准入及编码管理，可以率先在各大型超市实行蔬菜质量安全追溯制。要制定与完善蔬菜质量安全法律法规体系。加快推进食品安全信用信息体系建设。以农业标准化示范基地促进农业的产业化经营。

Abstract
The agricultural processing industry are the leadings of modern agricultural in the city of Weifang , they are linkages of agricutral and market.Since t reform and opening of China ,The agricultural processing industry of Weifang have developed rapidly. Some agricultural processing industry above designated size have been formed,which contributed greatly for the inereasinginPeasants’income and the Progress in the development of Weifang agrieulture. After entering 21st century , with people, constantly inereasing demands in the quality and quantity of agricultural products,the competition in the market of internation agricultural products becomes more and more intensive.The agricultural products processing industry of Weifang facing new situation and problems.The study on development strategy of agricultural products processing industry will have the practical and theoretical value to the economy development of Weifang.
Beginning at a study on the current situation of domestic and international agricultural products processing industy ,this thesis firstly systematically analyzes the characteristics and trends of development of agricultural products processing industy inside and outside china. Which the aim is to define the development direction of agricultural products processing industy in Weifang. It makes clear definition of agricultural products and agricultural products processing industy.According to different standards,it classfies agricultural products processing industy into different types.It determines the theoretical foundation ,including theories of unbalanced increase, new economic growth ,connection economy and competitive theory. And by using above theories，it analyzes the agricultural products processing industy development of Weiang for purpose of the theory ,support to Weifang, agricultural products processing industy development .
By the comparation of amount、assets and sale,proceeds of leading enterprises ,meanwhile with the comparation of scientific research input at agricultural products processing and agricultural product qualitybetween Weifang and other developed citys at agricultural products processing industy of Shandong provinces, we analyzed the strength and Weakness of agricultural products processing industy of weifang.Then analyzed agricultural products processing industy,scharacteristics of the developed countries ,such as America 、Canada and Israel,So we can discover the discrepancy and proplems of Weifang，agricultural products processing industy between developed countries.At last, the article point ed out the layout and construct,s emphasizes of agricultural products processing industy of Weifang ,meanwhile summarized development countermeasures of agricultural products processing industy of WeifangKey word: Weifang city; agricultural products processing industy; competitive Analysis; development countermeasures
