城市社区治理中多元主体合作研究--以重庆巫山县为例
摘 要
进入21世纪以来，我国的城市社区建设在经过了1992年以来试点发动、全面推广、初步繁荣后，进入了一个关键时期：和谐社区成为社区建设新的目标；社会管理体制改革成为社会建设的重要路径；实现政府行政管理与基层群众自治有效衔接与良性互动成为基层民主政治建设的重要内容……，社区建设面临着全新的挑战与机遇。如何抓住历史机遇，做大做强社区自治？如何实现政府行政管理与基层群众自治有效衔接和良性互动？这是摆在社区建设理论工作者和实际工作者面前的一个严峻而紧迫的课题。本文结合巫山县实际，分四个部分提出一些与巫山现实相切合的对策，以期解决存在的问题，提升巫山县城市社区社会治理水平。第一部分主要梳理当前国内外学者在社会治理方面的研究成果，并提出了自己的认识。第二部分主要阐述了加强城市社区基层社会治理的重要意义。第三部分则是结合巫山县实际,在总结主要做法的基础上，分析了存在问题及原因。第四部分则在上述基础上,有针对性地提出改善和加强城市社区基层社会治理的具体对策。

Abstract
Since the beginning of the 21st century, China's urban community construction has entered a critical period after the pilot launch, comprehensive promotion and initial prosperity since 1992. Harmonious community has become a new goal of community construction; the reform of social management system has become an important path of social construction; and the realization of government administration and grass-roots people. Effective convergence of autonomy and benign interaction become an important part of democratic political construction at the grass-roots level. Community building is facing new challenges and opportunities. How to seize the historical opportunity and strengthen the community autonomy? How to achieve effective convergence and positive interaction between government administration and grassroots self governance? This is a severe and urgent task facing the theorists and practitioners of community construction. Based on the reality of Wushan County, this paper puts forward some corresponding countermeasures in four parts in order to solve the existing problems and improve the social governance level of Wushan County urban communities. The first part mainly combs the current domestic and foreign scholars in social governance research results, and put forward their own understanding. The second part mainly expounds the significance of strengthening the social governance at the grass-roots level in urban communities. The third part is combined with the actual situation of Wushan County, on the basis of summarizing the main practices, analyzes the existing problems and causes. The fourth part, on the basis of the above, puts forward specific countermeasures to improve and strengthen the grass-roots social governance of urban communities.
