试析在建设服务型政府中政务服务中心的问题与改革
－以东莞市长安镇为例 （代写毕业论文）
摘要
服务型政府建设的推进,将有利于促进政府职能转变,有利于实现基本公共服务均等化,有利于促进上级政府深化行政管理体制改革,有利于健全和完善服务型政府的管理机制。本文主要以广东省东莞市长安镇人民政府服务型政府建设为例,分析服务型政府建设存在的问题并提出改进对策。 此论文的研究目的和意义在于：通过科学的方法分析服务型政府的内涵、特征以及目前我国服务型政府建设的现状和存在的问题，在此基础上提出可行的对策建议，为我国建设服务型政府，进而提高服务型政府服务的能力和水平提供一定的理论帮助。为政府管理部门建设服务型政府的实践提供启发和参考，有助于克服我国传统行政模式衍生的种种弊端，实现由经济建设型向服务型转变。

Abstract
The promotion of service oriented government will help to promote the transformation of government functions, to achieve equalization of basic public services, to promote the deepening of administrative reform in higher authorities, and to improve and improve the management mechanism of service-oriented government. This article mainly takes the construction of the people's Government of Changan town in Dongguan city of Guangdong Province as an example to analyze the existing problems of the construction of the service-oriented government and put forward the Countermeasures for improvement. This is the research purpose and significance: through the scientific method to analyze the service government's connotation, characteristics and the current situation of China's service-oriented government construction and the existing problems, on this basis put forward feasible suggestions for our country, the construction of service-oriented government, and improve the ability and level of service type government services some theoretical help. It provides inspiration and reference for government management departments to build service oriented government, and helps to overcome the disadvantages of our traditional administrative mode and realize the transformation from economic construction to service oriented.

引言
所谓服务型政府，也就是为公众服务的政府。它是在公民本位、社会本位理念的指导下，在整个社会民主秩序的框架中，把政府定位于服务者的角色，并通过法定程序，按照公民意志组建起来的以“为人民服务”为宗旨，以公正执法为标志，并承担着相应责任的政府。服务型政府的重点是以公民为中心，以满足公民不断增长的、日益多元化的公共需求为目标的新的治理模式。建设服务型政府，就是要实现政府本位向社会本位的转变，由官本位向民本位的转变，由管制向社会管理和公共服务转变这三个根本转变过程。建设服务型政府是我国政府改革的目标和基本方向，也是我国现阶段市场化改革的客观要求，它标志着公共行政价值的根本转变。
